This Joint Decree validates the form of land mortgage contract for the plots of land in private ownership.

The Presidential Decree stipulates that plots of public land shall be transferred to citizens for private ownership according to their cadastre value, except for plots transferred at a preferential price or by auction for individual construction.
Item 3 regarding certification of land ownership shall be supplemented with the following phrase: “Shall be certified by a state land registration certificate.”

This Decree establishes the modalities of state registration of transfer of ownership of the plots of land in case of purchase and sale thereof and registration of land purchase and sale contracts. Land purchase and sale contracts shall be concluded in written form.
