Methodology for the Application of the “Fit for Purpose” Land Formalization Method: Data Collection Preparation Manual
This manual is part of the Tierra en Paz initiative, an international cooperation project between the Government of the Netherlands and the Government of Colombia aimed at supporting the implementation of the Peace Agreement with the FARC-EP, specifically regarding Rural Reform. Within this framework, the Netherlands' Cadastre, Land Registry and Mapping Agency (Kadaster) developed and refined the Fit-for-Purpose Land Administration (FFP) methodology to serve as a practical tool for Colombian territorial authorities to accelerate the formalisation of land rights in post-conflict rural areas. The FFP approach, initially developed in collaboration with the World Bank and the International Federation of Surveyors (FIG), proposes a flexible, cost-effective, and participatory model for land administration. It enables the collection of spatial, legal, and personal data in a streamlined, community-based process, drawing on participatory mapping and local engagement to ensure transparency and inclusiveness. This manual serves as a technical and operational complement to the broader FFP Toolbox. It outlines the specific activities, stages, and technological considerations involved in implementing the Kadaster-proposed FFP methodology in Colombia. Emphasising practicality, the manual details how existing knowledge, local capacity, and accessible technologies—such as mobile mapping and community involvement—can be leveraged to formalise property rights more efficiently. Targeted at key national and local land governance institutions—particularly the Agustín Codazzi Geographic Institute (IGAC), the National Land Agency (ANT), and territorial entities—this manual is a vital guide for agencies engaged in cadastral formation, update processes, and rural land formalisation efforts across Colombia. It positions the FFP methodology as a transformative tool for equitable and sustainable land governance in post-conflict territories.
