This comprehensive document, developed by Kadaster within the framework of the "Tierra en Paz" project—a cooperation initiative between the Governments of the Netherlands and Colombia—provides detailed guidance on applying the Fit-for-Purpose (FFP) land formalisation methodology in post-conflict rural areas of Colombia. Designed as a practical and accessible toolkit, the manual aims to enable territorial authorities and relevant stakeholders to efficiently, transparently, affordably, and inclusively formalise land rights as mandated by Colombia’s Peace Agreement with FARC-EP. The methodology builds upon internationally recognised standards and best practices, originally conceptualised in collaboration with the World Bank and the International Federation of Surveyors (FIG). It focuses on agile, community-driven approaches to land administration, emphasising participatory data collection, social cartography, and accessible technology. Organised into clearly defined phases—Socialisation, Social Mapping, Data Collection, Public Inspection, and Results Registration—each step of the FFP method is thoroughly documented, detailing activities, logistical requirements, technological tools, and procedural instructions. Complementary technical guidelines and annexes ensure practical usability across diverse contexts. This toolkit specifically targets national and regional institutions involved in cadastral formation, updating, and rural property formalisation processes, particularly the Instituto Geográfico Agustín Codazzi (IGAC), the Agencia Nacional de Tierras (ANT), and related territorial authorities, empowering them to achieve rapid, legitimate, and sustainable land governance outcomes.
