LAND-at-scale

LAND-at-scale is a land governance support programme for developing countries. The livelihood of a large part of the world’s population depends directly on having secure access to land. LAND-at-scale aims to contribute to fair and just tenure security and access to land and natural resources for all. This will lead to more sustainable and efficient use of land and natural resources for food, housing and production. It will also reduce conflicts and competing claims over land. The Netherlands Enterprise Agency (RVO) carries out the LAND-at-scale programme on behalf of the Ministry of Foreign Affairs of the Netherlands with a global network of partners.

The LAND-at-scale component is integrated into the broader Agricultural Innovation Project (AIP phase II) implemented by GIZ Egypt, co-financed by Federal Ministry for Economic Cooperation and Development (BMZ) and Swiss Agency for Development and Cooperation. The project was developed in close collaboration with the Embassy of the Netherlands in Egypt.

UN-Habitat will initiate and conduct national policy dialogue on the reform of laws related to land governance to address challenges faced by Iraqis; while also contributing to securing tenure and protect housing, land and property (HLP) rights by registering and resolving land claims of IDPs and returnees in war-affected governorates in Sinjar. Secondly, HIIL will identify existing small-scale initiatives addressing HLP issues in Sinjar and support these for further scaling and explore integration in the policy dialogue.

Burundi has the world’s highest hunger score and around 45 percent of the population is affected by food insecurity. The country copes with increasing scarcity of land as a result of increasing population size, returnees and IDPs and climate change. With the majority of Burundians depending on agriculture for their food and livelihoods, land scarcity makes this reliance on agriculture precarious. Chad is at the verge of an emerging land tenure crisis. As observed in many countries in Africa, formal and customary tenure systems overlap. Customary tenure systems, that generally prevail in rural areas, differ from region to region, with each its own needs and practices. Land conflicts are abundant, caused by degradation and transformation of land surfaces caused by climate change, as well as land investments by domestic investors with disputed legitimacy. Iraq has experienced several waves of mass displacement over the last forty years that have caused an intricate land and property situation. Land and property challenges have further been complicated by multiple causes of property loss, including expropriation by the Ba’ath regime, terrorism, sectarian violence, military operations, economic hardship, and a general climate of fear. Palestinian farmers in the West Bank mainly engage in low intensity agriculture. Despite great agricultural potential, the prospect of losing access to the land impacts negatively on the willingness of farmers to invest in sustainable agricultural intensification. Moreover, prior investments in agriculture could be under pressure when farmers do not have the documents to prove their tenure rights.

The Rwanda Land Tenure Reform Program, launched in 2009, gained international attention by regularizing land tenure at an unparalleled scale. Over eleven million land parcels were demarcated, and eight million land titles were issued to their rightful owners. Despite this, the land tenure system still faces challenges. Uganda wants to transform from a predominantly low-income agricultural economy to a modern and prosperous country in 2040. Land is widely recognized as a pivotal element of Uganda’s economic and social transformation, as evidenced by the government ambition to improve tenure security, and systematically title all land by 2040. After two years of organizing the LAND-at-scale Exchange in Utrecht, the third LAND-at-scale exchange took place from June 9th to June 13th in Uganda, hosted by LAS partner UN-Habitat/ Global Land Tool Network. Nearly 60 LAS country and knowledge partners came together in Kampala to exchange lessons learned and explore common challenges. As of 2024, twelve country projects are being implemented under the LAS program, namely Burkina Faso, Burundi, Chad, Colombia, Egypt, Iraq, Mali, Mozambique, the Palestinian Territories, Somalia, Rwanda and Uganda.

During the Conference for Land Policy in Africa (CLPA) which took place in Addis Ababa in November 2023, LAND-at-scale organised the side-event ''Climate-Resilient Land Use Planning as a Tool for Addressing Land Degradation''. The LAND-at-scale (LAS) project partners and their government constituencies from Mozambique, Rwanda and Uganda participated in person. The set-up of the session was dynamic with each country first ‘pitching’ how land use planning processes were important in their LAS interventions, and then the government representatives adding to that a perspective from government. In each of the countries, the LAS partners consisting of NGOs and UN organizations, work closely with national or district land use planning officers of the government in carrying out project activities.

As part of a scoping study titled Land Governance for Climate Resilience: A review and case studies from LAND-at-scale projects headed by Richard Sliuzas, Emeritus Professor, University of Twente, IOM explored how climate plays a role in the UN-led Saameynta Joint Programme in Somalia. In this context, climate change is increasingly recognized as a multiplier of insecurity and fragility, where climate-related sudden and slow-onset disasters are driving people to leave their land and migrate. While migrating allows people to find alternative livelihoods and enhance their climate resilience, it can also be associated with instances of maladaptation to climate change. As such, this case highlights durable solutions in climate-driven urban sprawl in Baidoa.

This case study focusses on experiences from the Búzi District, where Cyclone Idai (March 2019) showed the need for proactive interventions in the land sector aimed at preparing districts and local communities to face and plan for severe climatic phenomena and their impacts, but also the challenges at making this link explicit.

The second LAND-at-scale (LAS) exchange took place from June 26th to June 28th, 2023. Sixty partners came together in Utrecht, the Netherlands to exchange lessons learned and explore common challenges. As of 2023, ten country projects are currently being implemented under the LAS program, namely Burkina Faso, Burundi, Chad, Colombia, Mali, Mozambique, the Palestinian Territories, Somalia, Rwanda and Uganda. All countries were represented and almost all implementing partners were present at the Exchange.

Land has profound meaning to all people. It represents ‘home’ and cultural values, political power and participation in decision making processes; it can provide services for living such as food production and clean water and shelter and it can be used as an economic asset for income generation, as collateral for credit and as a means of holding savings for the future. Palestinian farmers in the West Bank mainly engage in low intensity agriculture. Despite great agricultural potential, the prospect of losing access to the land impacts negatively on the willingness of farmers to invest in sustainable agricultural intensification. Moreover, prior investments in agriculture could be under pressure as well when farmers do not have the documents to proof their tenure rights. Women in particular are often unable to claim rights to the land they are using, importantly caused by discriminatory inheritance practices.

On Tuesday November 24th, the contract for the first LAND-at-scale project in Zimbabwe was signed. The contract is between the Food and Agriculture Organization of the United Nations (FAO) and the Netherlands Enterprise Agency. The project contributes to the commitment of the Government of Zimbabwe to achieve the Sustainable Development Goals by 2030. Land policy and land reforms are key to achieve those goals

The Dutch LAND-at-scale program was launched in March last year and since then, two rounds for land intervention ideas have been released. The program seeks ideas that contribute to improving land governance in developing countries, and that ultimately support better food and nutrition security, economic development, peace and stability in these countries. At this moment, projects for 16 countries are actively being formulated in close collaboration with embassies and other in country stakeholders.

The second round of LAND-at-scale resulted in 24 ideas submitted by 19 Dutch embassies. The LAND-at-scale Committee selected 6 most promising ideas to develop further. 

LAND-at-scale is a government programme that contributes to improving land governance. The programme supports economic development, peace and stability in developing countries. It also contributes to sustainable incomes, social justice, and better food and nutrition security.

The LAND-at-scale programme got a great response to the second call for ideas. The programme received 25 new ideas from 19 different countries. Support continues for enhancing land governance and tenure security. This is evident in the response and effort from embassies, NGOs and knowledge institutes.

Current LAND-at-scale portfolio status

In October 2019, approval was given to 13 promising ideas. LAND-at-scale has been working closely with embassies, knowledge institutes and NGOs to transform these ideas into land governance projects.
