Building innovative methodologies to overcome conflict and tension requires to go and work there where it is hardest. ProPFR Côte d’Ivoire (Promotion d’une Politique Foncière Rurale – Global Programme for Responsible Land Policy) tested approaches in Cavally region to help overcome significant opposition to change.  

Over the last month the news all over the world broke with stories about the departure of US forces from Afghanistan and its takeover by the Taliban. Many wonder what the future will bring to those who remained and to those who fled the country. This thought immediately raises all sorts of questions which include 'what will happen to access, control, and ownership of land in states of transition?'

The Côte d’Ivoire Land Partnership (CLAP) brings public and private sectors together to work for affordable land documentation for smallholder farmers at scale. The panellists explained that land security should be at the core of corporate sustainability agendas because it translates into benefits across supply chains. Providing smallholder farmers with land documentation to strengthen their land rights has an impact on their lives, their families and also their productivity.

Africa is a rich continent. It has vast agricultural and land resources and thus the potential to feed all people living on the continent. We observe technological improvements in agriculture, as well as in geospatial sciences and other relevant land sectors. Thus, the tools are available to implement policies to ensure fair and sustainable land policy in every country. However, there is still a considerable gap in what is proven to work and what is implemented in many countries.

The artisanal mining sector in West and Central Africa is a rapidly expanding economic force employing millions of young people, often those who are the most vulnerable. Numerous ancillary informal economies are associated with the export of what are commonly known as “conflict minerals” such as diamonds, gold and coltan. Women grow crops and process food for the labor force of young men digging deep into the ground to pull out the ore and precious metals and stones.

There is broad global agreement that secure property rights help eradicate poverty and that securing women’s land rights reduces gender inequality. But our understanding remains strikingly limited when it comes to the extent to which women’s land rights are – or are not – secure and the impact of women’s tenure security (or lack thereof) on women’s empowerment.

This is true even in Africa, where the most studies have been published, due to shortcomings in both the quality and quantity of research on these questions.
