This Act provides for the establishment of subordinate courts to the High Court in each District, and provides with respect to the jurisdiction, proceedings and administration of such courts. There shall be three classes of subordinate courts for each District.

In some crops the quantity of absorbed salts proved to be strongly influenced by concentration in substrate, in other crops much less so. Ca proportion of total absorbed cations limited absorption, whereas salt uptake was favoured by higher temperatures.

The constitution was approved by the Senate and House of Deputies before being signed by the King.
