This Act regulates the use of agricultural land for purposes of protection of the soil and the landscape. Agricultural land is land used for cultivation or pasture, which is registered for tax purposes as an agricultural unit (sect. 1).
This Law enacts principles for the agriculture development, management and preservation in China. "Agriculture" as mentioned in this Law means crop-plantation, forestry, animal husbandry and fisheries.
The Act, which is composed of ten Paragraphs, establishes that forests and forest lands belonging to self-governing authorities become State-owned property. The same applies to agricultural lands registered as planned to become forests.
The newly established register is functionally classified as a sub-register of the Rural Activities Register pursuant to Act 1515 of 1994. Reference is made to Council Regulation (EEG) No. 3508/92 in relation with the numbering and identification system.
