This Regional Law regulates the issues of land-use planning, including management of parcels of protected areas, recreational areas and areas containing objects of historical and cultural heritage.
Transfer of the plots of land on condition of private property (ownership) for the purpose of subsidiary smallholding, truck farming, gardening and personal housing in towns, settlements and rural areas is carried out in accordance with land legislation currently in force.
This Law establishes that the utilisation of land is charged. Land charges consist of : land tax, ground-rent and normative land price. Landowners and land tenants, except for lease-holders, are charged with annual land tax. The plots of land given in lease are charged with ground-rent.
This Regional Law establishes the modalities for elaboration of land-use planning project containing land-use planning scheme, mapping of boundaries of land areas, land use restrictions, and the list of land-use planning arrangements.
The stock of land in accordance with its destination is subdivided into the following categories: 1) agricultural land; 2) urban land; 3) industrial land; 4) land of protected areas; 5) forest land; 6) water land; 7) reserve land.
The present Federal Law establishes legal basis for carrying out land use planning for the purpose of ensuring rational use of land and its protection, creation of favourable environment and improvement of landscape. The Federal Law consists of 6 Chapters that contain 27 Articles.
The scope of this Law shall be to ensure public access to information detained by state bodies, institutions and local government. It establishes the modalities of release of information upon request of natural and legal persons.
