الهدف الرئيسي من المبادئ التوجيهية هو مساعدة البلدان والمؤسسات وصانعي السياسات في تنمية وتنفيذ استراتيجية لضمان استدامة قطاع تربية الأحياء المائية وإدماج تربية الأحياء المائية مع القطاعات الأخرى ومساهمتها في التنمية الاجتماعية والاقتصادية.
المساواة بين الجنسين هي أحد المبادئ الأساسية العشرة للخطوط التوجيهية الطوعية بشأن الحوكمة المسؤولة لحيازة الأراضي ومصايد الأسماك والغابات في سياق الأمن الغذائي الوطني. ويهدف هذا الدليل إلى المساعدة على تنفيذ هذا المبدأ عن طريق تحقيق حوكمة حيازة الأراضي حوكمةً مسؤولةً منصفةً لكلا الجنسين.
قدم هذا التقرير مراجعة قانونية " لمشروع القانون والذى يقوم باقتراح بعض الأحكام بشأن الممتلكات المنقولة للدولة، وذلك بموجب القانون رقم 4 لسنة 7911 (مشروع القانون)"، الذي نشرته وزارة العدل بالحكومة الليبية في مارس 2013م .
