The purpose of the present Law is to safeguard the public interest on the occasion of the transfer of land or parts thereof, taking into account the need to comply with the principles of a sustainable protection of the environment, nature and landscape.

This paper examines the effects of tenure on tree management at a community level. First, several important conceptual issues arising from this particular meso-level focus are discussed. Second, a description of the key tenure and tree management issues in Uganda and Malawi is presented.
