Thiếu tôn trọng các tập quán canh tác truyền thống và vai trò của người dân trong quá trình quy hoạch sử dụng đất, giao đất giao rừng làm cho tình trạng chồng lấn, lấn chiếm đất lâm nghiệp xảy ra ở nhiều địa phương. Điều này gây ảnh hưởng đến công tác quản lý bảo vệ rừng bền vững.
Mặc dù có nhiều thay đổi tích cực trong khung chính sách về khai thác và lưu thông lâm sản, thực tế vẫn tồn tại nhiều rào cản cho việc hưởng lợi từ rừng của người dân.
Cộng đồng địa phương đóng vai trò không kém phần quan trọng so với các chủ rừng nhà nước như Ban quản lý rừng phòng hộ hoặc các Công ty lâm nghiệp trong quản lý tài nguyên rừng. Tuy nhiên, quyền của cộng đồng địa phương đối với rừng lại rất hạn chế.
