There is hereby laid down the legislative framework relevant to land expropriation, which shall be allowed only for public purposes. The Act defines with detail the procedure to be followed and provides for the compensation which is to be paid to owners.
The present Decree, which repeals Decree of 22 February 2006 on the landfill of waste, establishes the regulatory framework applicable to the installation and functioning of waste landfills.
በኢትዮጵያ ኃላፊነት የተሞላበት የግብርና ኢንቨስትመንት ዕውን ለማድረግ የሚያስችል የማህበራዊና አካባቢ የስነ ምግባር ደንብ የተዘጋጀው የግብርና ኢንቨስትመንት ፕሮጀክቶች ሁሉን አቀፍ ፣ዘላቂ ፣ ግልጽነት የሰፈነባቸው እና ሰብአዊ መብቶችን የሚያከብሩ መሆናቸውን ማረጋገጥ ይችሉ ዘንድ ለመርዳት ታስቦ የተዘጋጀ የስነ ምግባር ደንብ ሰነድ ነው ፡፡ ይህ ሰነድ የተዘጋጀው የኢትዮጵያ ሆርቲካልቸርና ግብርና ኢንቨስትመንት ባለስልጣን የግብርና ኢንቨስትመንት ልማት በተገቢው መንገድ
በግብርና ስራ ላይ የሚውል ኢንቨስትመንት በምግብ ራስን አለመቻልንና ድህነትን ለመቀነስ እጅጉን አስፈላጊ ነው፡፡ ከ2000 ዓ.ም ጀምሮ በታዳጊ አገሮች ውስጥ የእርሻ ቦታ ተፈላጊነት በከፍተኛ ደረጃ ጨምሯል፡፡ በዚህ አኳያ መሬት አጉዋጊ መስህብነት ያለው ቋሚ ንብረት ተደርጐ ይወሰዳል፡፡ በማህበራዊ ዘርፍ ረገድ በመሬት ላይ የሚደረጉ ኢንቨስትመንቶች ቅይጥ ውጤቶችን አምጥተዋል፡፡ እንደነዚህ ያሉ ኢንቨስትመንቶች የአንዱን አካባቢ ማህበረሰቦች ተጠቃሚ የማድረግ አቅም አላቸው፡
የነዚህ የበጎ ፈቃድ መመሪያዎች አላማ የመሬት፣ የአሳ እንዲሁም የደን ይዞታ አስተዳደርን ለማሻሻል ምሪት መስጠት ብሎም እንደማጣቀሻ ማገልገል ሲሆን ይህም ለሁሉም ሰው የምግብ ዋስትናን ማረጋገጥ የተሰኘው መርሆን መሠረት ያደረገ እና የሰው ልጆችን በቂ ምግብ የማግኘት መብት በአገር አቀፍ የምግብ ዋስትና ማዕቀፍ ውስጥ በዘላቂነት እውን እንዲሆን ድጋፍ መስጠት ነው። የነዚህ መመሪያዎች አላማ ረሃብን እና ድህነትን ለማጥፋት ለሚደረገው አለም አቀፍ እና አገር አቀፍ ርብርብ

The present Decree approves the Regulation which shall govern the installation and functioning of waste landfills. Article 2 defines the application scope. The Regulation shall apply to establishments engaged in the management of non hazardous waste.
