This Decree of the Ministry of Agriculture and Rural Development lays down some amendments and addenda to the Decree implementing art.
These Regulations aim to strengthen land management, protect land resources, utilize lands rationally, protect cultivated lands, improve ecological environment, and promote the sustainable development of social economy.
The Measures are formulated in accordance with the 9th article of the Land Law of Tai Wan, are divided into V Parts: General Provisions (I); Cadastre (II); the Land–use Right (III); Land Tax (IV); and Expropriation (V).
The Regulation consists of 30 articles. It defines land supervision in article 2, include the enforcement of land administration law and regulations taken by the land administrative department of county level or above.
These Regulations are formulated in order to execute the national primary policy of the rational utilization of land and protecting the farmland, carry out the restriction of land use, to control the total amount of land use for construction.
The Measures are formulated according to the Land Administration Law and its implementing regulations. The Land Administration Law shall regulate the right of use the state owned land or the collective land.
With a view to protect and improve the agricultural environment in Xiamen, to prevent pollution and protect ecosystem, the Measure is hereby formulated.
This Decree of the Ministry of Agriculture, which is composed of nine articles and five Annexes, establishes provisions concerning sampling of soil as well as performance of agrochemical tests for assessing soil properties of forest lands.
These Measures are formulated in accordance with the Interim Regulations of the People’s Republic of China on Urban and Town Land Use Tax.
