This Regional Act sets forth the legislative framework for the protection and preservation of soil in the Abruzzo Region, in accordance with the principles that govern sustainable development and sustainable use of natural resources.
Despite its title, this landmark statute provides the mechanisms for the implementation of a policy of integrated management of land and allied water resources, primarily in a non-urban context, and the institutional arrangements needed to administer and operate such mechanisms (sect. 1).
This Decree Law represents the basic legal framework in matter of forestry. Since it was enacted in 1923, it must be coordinated with the Constitution, which entrusts particular legislative and administrative competences to the Regions in matter of forestry as well (art. 117).
