This paper examines the preservation of farmland through purchasable development rights. In a comparison of the estimated costs and benefits associated with the development of open space from 1982 to 1992, we show that these programs may provide a net benefit to society.
Over the last decade the Vietnamese government has instigated land reforms thatrecognise the household as the basic unit of production and allocate land use rights tohouseholds. Under the 1993 Land Law these rights can be transferred, exchanged,leased, inherited, and mortgaged.
World population is increasing, particularly in the developing countries. Groundwater reserves are being depleted; lands are being degraded. The required increase in food production must come principally from new supplies of water for irrigated lands.
