During the period immediately after World War II, planning in North America and Europe followed highly centralized, top-down, command-and-control approaches that were based on the rational-comprehensive model of planning, which implies an all-knowing, all-powerful government.
Arable fields make up 60 % of the total area of Hungary; in Europe, this rate is higher only in Denmark. Ecological conditions are favourable but organic matter resources in the soil have been depleted in the past 20 years and draughts threaten production in an increasing area.
The present Ordinance implements the Introductory Law relating to the Federal Agricultural Soil Act of 23 October 1994. Article 1 establishes that the Agricultural and Environmental Office is entrusted with the enforcement of the afore-mentioned Law.
