In the Three Rivers gazetted forest of northern Benin, the start of the agricultural season is a frequent hotspot of conflict between local communities and forest officials. 

It is at this moment when demands are made for forest fees giving permission for residents to cultivate fields or graze their livestock. Yet this is exactly when farmers experience a financial squeeze in preparing their land and obtaining inputs to start the new season.

What are the state-of-the-art and new approaches to land consolidation as part of integrated rural development strategies in North Africa and Near East? That was the main question around which several experts from Egypt, Morocco, Sudan, Tunisia, and Turkey joined the FAO/ RVO roundtable discussion on land consolidation during the Second Arab Land Conference last February; a session which 110 participants attended – both in person and online.

There is broad global agreement that secure property rights help eradicate poverty and that securing women’s land rights reduces gender inequality. But our understanding remains strikingly limited when it comes to the extent to which women’s land rights are – or are not – secure and the impact of women’s tenure security (or lack thereof) on women’s empowerment.


This is true even in Africa, where the most studies have been published, due to shortcomings in both the quality and quantity of research on these questions.
