    This 2012 Global Food Policy Report is the second in an annual series that provides an in-depth look at major food policy developments and events. Initiated in response to resurgent interest in food security, the series offers a yearly overview of the food policy developments that have contributed to or hindered progress in food and nutrition security. It reviews what happened in food policy and why, examines key challenges and opportunities, shares new evidence and knowledge, and highlights emerging issues.

    Advances in agricultural development have largely been a direct result of increased usage of new technologies. Among other important factors, farmers’ perceptions of risks associated with the new technology as well as their ability or willingness to take risks greatly influences their adoption decisions. In this paper we conduct a series of field experiments in rural India in order to measure preferences related to risk, potential loss, and ambiguity.

    This collection of policy briefs cover research results from a multicountry research program on rural finance policies for food security of the poor, 1994-2000. It offers lessons learned from IFPRI´s program on rural finance and household food security with regard to the poors’ demand for financial services. The lessons are derived from detailed household surveys conducted in nine countries of Asia and Africa: Bangladesh, Cameroon, China, Egypt, Ghana, Madagascar, Malawi, Nepal, and Pakistan. The 14 briefs cover the results of research undertaken between 1994—2000.

    Technological change, such as the replacement of traditional with modern crop varieties and introduction of irrigation, has been effective in increasing the yields and production of various crops— notably rice and wheat—as well as incomes of farmers in developing countries (Pinstrup-Andersen 1982; Pinstrup-Andersen and Hazell 1985; Lipton 1989). However, the impact on food consumption and nutrition is poorly documented.

    Pakistan Rural Household Panel Survey 2012 (Round 1.5), a sub-sample consisting of agricultural households captured in Round 1 of the Panel Survey, gathers detailed information on agricultural production and related issues from rural households in Pakistan. Round 1.5 covers 942 agricultural households in 76 primary sampling units in the rural areas of three provinces namely: (i) Punjab; (ii) Sindh; and (iii) Khyber Pakhtunkhwa (KPK).

    The distributional benefits of commercialization of agriculture, access to commercialization opportunities, and sharing of commercialization risks are functions of institutional arrangements. Obviously, the indirect food security and nutritional effects are, thereby, partly a function of such institutional arrangements. This chapter explores the relevance to food security of one form of contractual relationship in agriculture: formal contracts between producers and buyers (generally processors or exporters), a production and marketing system known as contract farming.
