The Decree issues the tables containing the average farmland rent values per acre for agricultural land lease, as well as the presumptive rent deriving by the free of charge concession of agricultural land to any third person, for all the regions and prefectures of the state.
With the purpose of aligning the Cypriot legislative framework with Council Directive 91/676/EEC, the Minister of Agriculture, Natural Resources and Environment, in exercise of the powers conferred upon him by article 7(2)(a) and (b) of the Water Pollution Control Laws of 2002-2009, is hereby issuing this Order, with which, the area of Orounda (Ορούντα), as shown on the map attached herewith, shall be established as a Nitrate Vulnerable Zone affected by nitrate pollution deriving from agricultural sources.
The present Decree codifies into one unified text the provisions of Royal Decree No. 19.12.1955/21.1.1956 and Legislative Decrees Nos. 3570/1956 and 3777/1957 regarding the income of local self-governments. This Code of Good Agricultural Practice addresses issues related to the protection of waters affected by nitrate pollution deriving from agricultural sources. It is divided into four Parts as follows: the first Part (A) concerns fertilizers and aims at assisting farmers in implementing friendly practices towards the environment in a way that income by their crops may be secured and also that the environment can be protected. In particular it aims at avoiding pollution of underground and surface waters from the accumulation of nitrates through water infiltration or surface runoff.
The Law, with the view to implement the provisions of Directive 2007/2/EC, lays down general rules aimed at the establishment of the Infrastructure for Spatial Information in Greece, for the purposes of Community environmental policies and policies or activities which may have an impact on the environment. The Law is divided into three Parts. Part A (articles 2-13) deals with the incorporation of the afore-mentioned Directive into the Greek legislative framework. Part B (articles 14-28) sets forth the national measures for the implementation of the Directive.
The Cadastral Diagram represents the detailed form of information contained in the database of the National Cadastre and it constitutes the background basic information on which the Diagram of geometric amendments is depicted. With this Diagram, changes on delimitation of land can be requested. The Decree prescribes the information which must be included in the Diagram and establishes that its issuance shall be free of charge for the public administration.
With the purpose of addressing issues related to agricultural activities and providing good management practice on how to avoid polluting water, air and soil, this Decree establishes certain practices to be applied by farmers and others involved in agricultural activities, named Codes of Good Agricultural Practice. The Codes aim at: the sustainable management of agricultural lands and natural resources, the protection and safeguarding of rural landscape and its specific characteristics, farmers and consumers health protection.
The Degree, aiming at a better protection of waters and water basins from nitrate pollution, completes paragraphs a and b, article 2 of Ministerial Joint Decree No. 19652/1906/1999 by adding to the Catalogue of vulnerable zones, three more areas: Thessalonica, Strymonas (Struma) river basin and Arta-Preveza. The delimitation of these areas are pinpointed on maps attached to this Decree.
Aim of this Decree is the implementation of paragraphs 1 and 2 of article 4 to Ministerial Decree No. 16190/1335/1997, in compliance with the provisions of paragraphs 1 and 2 respectively of article 3 to Council Directive 91/676/EEC. It also aims at amending the above-mentioned Decree in such a way that the protection of waters can be effectively achieved: a) by identifying those water basins that are susceptible to nitrate pollution of agricultural origin and classify them as “vulnerable”, and b) by simplifying the procedures pursuant to article 5 of Decree No. 16190/1335/1997.
