    The present Act introduces some amendments to the Saskatchewan Natural Resources Act (R.S.C. 1930, c. 41) which contains the Natural Resources Transfer Agreement (N.R.T.A.) whereby the Government of Canada agrees that provincial laws respecting game shall apply to the Indians within provincial boundaries in order to secure the continuance of the supply of game and fish for the support and subsistence of Indians.

    The present Act approves, gives effect to and declares valid the Agreement between Her Majesty the Queen in right of Canada and the Dene of Colville Lake, Déline, Fort Good Hope and Fort Norman and the Metis of Fort Good Hope, Fort Norman and Norman Wells, as represented by the Sahtu Tribal Council. In particular, section 5 establishes that for the purposes of carrying out its objectives, the Renewable Resources Board established by the Agreement has the capacity, rights, powers and privileges of a natural person.     The present Agreement signed by the Government of Canada, the Makivik Corporation (representing the Nunavik Inuit) and the Government of Nunavut settles unresolved issues stemming from the James Bay and Northern Quebec Agreement. A unique feature of this Agreement is its transboundary nature.     The present Agreement between the Government of the Northwest Territories and the Aboriginal Parties, made on February 27, 2014, fulfils a commitment made in the Northwest Territories Intergovernmental Resource Revenue Sharing Agreement that requires the Government to recommend legislation providing for the sharing of the net fiscal benefit. This reflects the vision of communities sharing in the benefits of a prosperous Northwest Territories, and the goal of a strong and independent North built on partnerships.

    The present Act is made under the Northwest Territories Lands and Resources Devolution Agreement and fulfils the commitment made to reflect the Resource Revenue Sharing Agreement. It can be seen as a strong commitment to work with Aboriginal government partners. Through devolution, the Government of the Northwest Territories collects resource revenues from public lands under its administration and control. From the resource revenues retained by the territorial government, a share will be provided to participating Aboriginal governments.

    The present Agreement between the Sioux Valley Dakota Nation and Her Majesty the Queen in Right of Canada establishes – after 21 years of negotiations - the self-governance and self-determination of the Sioux Valley Dakota Nation. The Agreement establishes a government-to-government relationship between Sioux Valley Dakota Nation and Canada. Once put into effect, this self-government Agreement will provide Sioux Valley Dakota Nation with greater control over the decisions that affect its community members.
