The Pastoral Women’s Council (PWC) is a community-based organisation established in 1997 in Tanzania. It was founded to promote the development of Maasai pastoralist women and children by facilitating their access to education, health, social services and economic empowerment. It seeks to address women’s marginalisation in patriarchal Maasai culture, as well as the poverty among the Maasai that has long been underpinned by land access restrictions for pastoralists, hunters and gatherers.

As governments in the global North look to diversify their economies away from fossil fuel and mitigate climate change, plans for biomass energy are growing fast. These are fuelling a sharp rise in the demand for wood, which, for some countries, could outstrip domestic supply capacity by as much as 600 per cent. It is becoming clear that although these countries will initially look to tap the temperate woodlands of developed countries, there are significant growth rate advantages that may lead them to turn to the tropics and sub-tropics to fill their biomass gap in the near future.

Forests and pastoralism are in a state of crisis in the Borana lowlands in southern Ethiopia. State management has failed to control forest exploitation and past and present development interventions continue to undermine pastoral production systems. In this paper the authors aim to show how a fundamental misunderstanding of pastoral land management, and in particular pastoral tenure systems, has undermined traditional institutions and the environment for which they were once responsible.

    Africa

Commercial interest in land has been increasing in recent years. While the trend is global, Africa has been centre stage to this new wave of land acquisitions. Agricultural investments can contribute to economic development and poverty reduction. But evidence suggests that many investments have failed to live up to expectations. In many cases, the deals have left villagers worse off than they would have been without the investment. Many deals are happening in developing countries where food security challenges are acute, and land tenure systems insecure.
