La décision du gouvernement camerounais de réformer le cadre juridique du foncier est une opportunité d’assurer une réelle protection des droits fonciers ruraux, dans un contexte où les investissements et les projets à grande échelle augmentent l’insécurité foncière à travers le pays. En réponse à une invitation de l’administration à contribuer à la conception de ce nouveau cadre législatif, les acteurs de la société civile ont énoncé ces dernières années de nombreuses propositions sur les sujets à intégrer dans la nouvelle législation foncière.

This report responds to heightened concerns over rising levels of farmer-herder conflict across a wide band of semi-arid Africa. We assess the quantitative evidence behind this general impression and review the explanations in the scientific literature, in the light of known issues with long-standing attitudes towards pastoralism and mobile populations. Looking at the data available, we find that total levels of all forms of violence have been rising in the last ten years — especially in some countries in West and Central Africa.

In discussing their methodology, the authors note that their reliance on national, English-language publications meant that they were not able to include data from vernacular language press in pastoral regions.Although able to make significant contributions to food security, livelihoods and economic prosperity, the benefits of pastoralism often go unnoticed.

Describes a long-standing grazing dispute in northern Namibia that provides critical lessons on the challenges that people living in communal areas face to secure their land rights. Several large livestock owners illegally enclosed community rangelands to secure grazing for their own commercial cattle herds. The communities used legislation to defend their land rights: they mobilised relevant government and traditional authorities to intervene, resulting in a court order for the removal of most of the illegal cattle owners.

Found that livestock numbers are declining dramatically in the area, land degradation is increasing, people are becoming more vulnerable to drought and famine, and resource-based conflicts are increasing in severity.
