    Este estudio explora críticamente cómo se toman las decisiones sobre el uso del suelo y cómo estas afectan los resultados de diversos actores en dos estados del sur de México: Chiapas y Yucatán. A partir de 152 entrevistas con actores de diferentes niveles, los autores examinan los procesos de toma de decisiones sobre el uso del suelo, los procesos REDD+ a nivel subnacional y las estrategias para la distribución de beneficios a nivel de proyecto, para examinar el potencial de las nuevas iniciativas de desarrollo bajo en emisiones (DBE).

    Bolivia cuenta con una importante superficie de bosques, mayormente en su región sub-tropical y tropical. La deforestación alcanza aproximadamente 200.000 hectáreas por año, sobre todo en las tierras bajas, mientras que la degradación de bosques es más acentuada en los bosques andinos. La ganadería es actualmente la principal causa directa de deforestación, seguida por la agricultura mecanizada de mediana y gran escala, mayormente para la producción de soya, y luego la agricultura a pequeña escala.

    Since 2000, US$ 2.0-2.7 billion has been invested in feedstock cultivation for biofuel in 16 forest-rich countries, mostly in oil palm and sugarcane. An additional US$ 5.7-6.7 billion has been invested in biofuel production, especially sugar-based ethanol. While investments in some countries are driven by domestic policies to reduce fossil fuel imports, most are export driven. Sugar-based ethanol offers more opportunities to capture value added than biodiesel feedstocks which are amenable to export and processing abroad.

    This paper assesses the prospects of mitigating climate change through emission reductions from forestry and agriculture in the Brazilian Amazon. It uses official statistics, literature and case study material to identify the scope for emission reductions, in terms of potential additionality, opportunity costs, technological complexity, transaction costs, and risks of economic and environmental spill-over effects.

    Since 2007, it has been hoped that REDD+ would deliver on the 3E+ criteria (effectiveness, efficiency, equity, social and environmental co?benefits) for strategies to reduce greenhouse gas emissions. This report highlights that the early enthusiasm for REDD+ has dissipated among some stakeholders – this is largely attributed to the failure to attain an international climate change agreement.
