    The Cocoa Research Institute of Ghana (CRIG), with support from the World Cocoa Foundation (WCF) the United States Agency for International Development (USAID), performed the Ghana Land Tenure Baseline Survey, the first of its kind survey of tenure rights among cocoa farmers in Ghana. CRIG surveyed almost 1,800 cocoa farmers operating 3,900 cocoa plots regarding various land tenure issues within customary sharecropping arrangements and on owner-managed land. This report describes the findings from the Survey.

    In a groundbreaking symposium on women's access to land in Africa, with mostly researchers and institutional officials as attendees, the Huairou Commission delegation provided a unique community-based perspective. The Huairou Commission delegation of 12 grassroots women leaders from Ghana, Uganda, Tanzania, Kenya, and South Africa participated in two important panels, "Promoting Security of Tenure and Land Rights for Women in Urban Areas" and "Grassroots Women's Practices on Land Access and Control".

    The G8’s New Alliance for Food Security and Nutrition aims to lift 50 million people out of poverty in ten years through a partnership between G8 members, African nations and the private sector. In order to increase production at a rate needed to achieve food security, the New Alliance seeks to accelerate responsible investment in African agriculture and commit to coordinated policy reforms.

    A recent article published by the Center for International Forestry Research (CIFOR) highlights the challenge of promoting forest management in areas that lack secure property rights, and the growing recognition that community forests need to be protected by the inhabitants themselves. Until inhabitants are secure in their right to the land and able to benefit from it, individuals will continue their rush to extract resources as quickly as possible for maximum personal benefit.

    Working with customary legal systems to improve or ensure land tenure security or protecting property rights for people living under those systems is a substantial challenge. Much, though by no means all, development work focuses on improving the formal land administration systems – mapping, building cadastres, changing de jure laws, etc. But here is an example from Ghana of how to work with and within customary systems to create a more stable institutional environment – one that promotes investment and reduces conflict.

    On April 18-20, the Focus on Land in Africa website (www.wri.org/property-rights-africa) was launched at the World Bank Land Conference in Washington DC. The occasion proved to be a unique opportunity to make the site known to a broad audience of land tenure specialists and elicit their feedback on it.
