    The purpose of this paper has been to present quality-adjusted values for land in the United States and nine European countries using price and quantity data for 1990. Disregarding such differences in the quality-adjusted land input would generate biased estimates of the land input and thus of total factor productivity. Land quality adjustments could potentially be enhanced further with additional data on soil characteristics, climate, and other productivity-related characteristics.

    We develop a new partial equilibrium, four-region world trade model for the soybean complex comprising soybeans, soybean oil, and soybean meal. In the model, some consumers view genetically modified Roundup Ready (RR) soybeans and products as weakly inferior to conventional ones; the RR seed is patented and sold worldwide by a U.S. firm; and producers employ a costly segregation technology to separate conventional and biotech products in the supply chain.

    Today, there are only about 15,000 black farmers in the United States. Declining by 98 percent since 1920, black farmers have suffered losses attributable to public policy, economic pressures, and racial oppression. All of these factors must be addressed if African-American farmers are to survive. In this paper, we use Census of Agriculture data and a follow-on survey in one Mississippi Delta county to review the current situation of black farmers.

    Genetically modified (GM) cotton varieties have changed many aspects of cotton production in the United States. The advent of GM varieties has fueled the ongoing trend of increasing farm size and fewer farmers. Mississippi is no exception to this trend. The rapid adoption of GM cotton varieties in Mississippi has allowed some producers to increase the acreage of their farming operation. This study analyses the impact of GM varieties on relative profitability over certain types of land tenure arrangements.

    Leafy spurge is an exotic, noxious, perennial weed which is widely established in the north central United States and is an especially serious problem in the northern Great Plains (Bangsund et al. 1999). In 1997, the Agriculture Research Service and Animal Plant Health Inspection Service, U.S. Department of Agriculture, initiated a major Integrated Pest Management (IPM) research and demonstration project to develop and demonstrate ecologically based IPM strategies that can produce effective, affordable leafy spurge control.

    This paper presents estimates of the benefits and costs of alternative soil conservation policies in a spatially and temporally consistent framework. The policies considered are implementation of soil conservation practices with an objective of reducing erosion to a site's tolerance level and a policy with an objective of a voluntary 50% reduction in conventional tillage. Costs and erosion benefits of these two policies are compared with that obtained from CRP. The changes in erosion and cost are estimated relative to 1992 levels.

For example, statistics on the wide variation in the number of trusts in different regions of the United States raise questions about whether such variation makes economic sense. This paper builds a model to identify the optimal number of private conservation agents.

    Federal and state governments are searching for programs and/or policies to deal with the risks linked with uncertainty in water supplies and demands. Within the United States, competition among agricultural, urban, and environmental concerns for water is increasing. Drought conditions and water use restrictions have, at times, limited water supplies for these varied uses. The federal government stands in a unique position as both a major supplier and demander of water. As such, the federal government has put forward several programs for water conservation, information, and usage.

    Changes in the use of land in the United States produce significant economic and environmental effects with important implications for a wide variety of policy issues, including protection of wildlife habitat, management of urban growth, and mitigation of global climate change. In contrast to previous descriptive and qualitative analyses of the trends in national land use, this paper uses an econometric approach to isolate the importance of historical changes in land-use profits and key government policies in determining national land-use changes from 1982 to 1997.

    As the United States Congress debates revisions to the federal Superfund law, one of the most important topics of discussion is the degree to which cleanups at Superfund sites should be based on their expected future land use. This discussion has engaged the Superfund community for several years. Despite this apparent interest in linking cleanup with land use, however, surprisingly little analysis has been done on what role land use already plays in selecting remedies.
