a comparative study of agrarian communities in Africa and Asia

This report looks at how land degradation and deforestation are being addressed at the local level, where households have experienced the reduction of farm size and the decline of natural resources. Through a comparison of Asia and Africa, the evolution of land tenure institutions within diverse cultural, natural, and policy environments is examined.

Malnutrition costs the world trillions of dollars, but global commitment to improving people’s nutrition is on the rise, and so is our knowledge of how to do so. Over the past 50 years, understanding of nutrition has evolved beyond a narrow focus on hunger and famine. We now know that good nutrition depends not only on people’s access to a wide variety of foods, but also on the care they receive and the environment they live in. A number of countries and programs have exploited this new understanding to make enormous strides in nutrition.

A method of consensus building for management of wetlands and fisheries using a systematic approach to participatory planning and initially developed in Bangladesh is now being applied in both Bangladesh and the Mekong delta. The method recognizes diversity in livelihoods and works through a structured learning and planning process that focuses on common interests. It works with each category of stakeholder separately to prioritize the natural resource problems that their livelihoods are largely dependent on, they then share and agree common priorities in plenary.

Vietnamese land-tenure policy reforms were embedded into general economic reforms (Doi Moi), enabling the country’s transition toward a market economy. Since 1998, they were implemented incrementally together with complementary instruments such as agricultural market liberalization and new economic incentives. Major steps included disentangling socialist producer cooperatives and assigning land-use rights to its former members, developing and adapting a national legal framework (Land Law), and enhancing tenure security through gender-balanced inheritable land-use certificates.

In the wake of the food crises of the early 1970s and the resulting World Food Conference of 1974, a group of innovators realized that food security depends not only on crop production, but also on the policies that affect food systems from farm to table. In 1975, the International Food Policy Research Institute (IFPRI) was founded—nine years after the Asian Development Bank (ADB). For the past 38 years, IFPRI has worked to provide solid research and evidence-based policy options to partners in recipient and donor countries and at multilateral agencies.

To promote development, there is increasing need for activities and policies which generate and diversify income in rural areas. The starch industry in Viet Nam provides a good example of rural industrialization whereby low-value agricultural commodities such as cassava and canna are processed into high-value commodities such as starch to be used in a variety of food and non-food industries. Though this sector is relatively small, it has a high potential in terms of demand growth, poverty reduction, and income diversification in rural areas, particularly the less favored ones.
