    This brief presents a review of 161 Intended Nationally Determined Contributions (INDCs) submitted on behalf of 188 countries3 for COP 21 to determine the extent to which Parties made clear commitments to strengthen or expand the tenure and natural resource management rights of IP/LCs as part of their climate change mitigation plans or associated adaptation actions.4 Of the 161 INDCs submitted, 131 are from countries with tropical and subtropical forests.

    Every year most parts of India are affected by drought.But the Centre and State has failed so far to diagnose the drought phenomenon and to come up with a long term solution. Declaration of drought is a sensitive issue. The nature of drought is such that it does not occur in the same intensity across the Country and State and also has differential impacts. Unless this complexity is understood drought declaration will always be controversial and not transparent.

The fluctuation in rainfall pattern over the year and during monsoon season, higher summer temperature and long dry period are impacting the livelihood resources, hence the food security.

But the number of people negatively affected by land degradation is growing rapidly. Crop failures, water scarcity and the migration of traditional crops are damaging rural livelihoods.
