    Les pertes après récoltes dans les pays en développement, notamment en Afrique ont fait l'objet d'un examen approprié lors ce la septième session extraordinaire de l'Assemblée générale en 1975. L'Assemblée avait adopte la résolution 3362 (SVII) qui, entre autres, invitait à réduire de façon considérable les pertes après récoltes et recommandait que celles-ci soient réduites d'au moins 50 p. 106 avant la fin de 1985.

    Earlier (1950s - early 1970s) development planning in African countries was essentially perceived and conceived as macro-economic planning. This perception placed overriding emphasis on the projection and maximization of national economic aggregates such as the GDP, the GNP per capita income, level of employment, stability of price levels etc. as sole measures of economic development performance.

    The recent FAO in-depth study on agricultural and food problems in Africa concluded that even the present inadequate food supply situation is unsustainable. Unless major policy decisions are taken and implemented to resolve the food production crisis and reduce the rate of population growth, the trends of the past 25 years will continue and the food supply situation will continue to deteriorate during the next 25 years. Famine of the magnitude experienced during the 1983-1934 drought could become a regular feature even in period of more average rainfall.

    The document focuses on the growing demand for regional facilities for demographic research and training in Africa, the United Nations Economic commission for Africa approved, at its Ninth Session in 1968, the establishment of two new institutes, which would provide training and conduct research in the region. One of these was to serve the English-speaking Countries of Africa, taking into consideration the coverage of the Cairo Demographic Centre, and the need to avoid the duplication or facilities, while the other was to serve the French-speaking countries or Africa, south of Sahara.

    The basic cause of needless poverty and hunger in the rural Africa to-day is the stagnation of its main economic base - agriculture. It has settled down to a low level of equilibrium of income, saving and investment over time. Hence, most of the rural people of the region is caught in a vicious circle of a poverty trap. They are below the "absolute poverty line". The country studies show all of them are food-deficit.
