    The major agricultural products of Tanganyika are subject to a degree of control under the various commodity boards established for that purpose. The degree of control varies from direct participation in marketing in the case of cotton lint and' seed, to the control of production and intermediary arrangements for marketing in the case of pyrethrum and purely advisory capacity in the case of sisal. The general trend of Government policy is towards more direct participation.

    The object of this paper is to emphasize some of the special characteristics of agricultural projects particularly in Africa and put forward a general- outline for their formulation and appraisal with the hope that more projects in future will be examined in a comprehensive fashion. Although some of the details may not be applicable, or may not be available, for the wide variety of projects which fall within the agricultural field the general considerations should apply to all of them.

    Africa produces roughly four-fifths of world' oil palm products and contributes a similar proportion to world exports. The oil palm (Elaois guinoonsis) is thought to be native to West Africa, where it is mainly exploited by small producers. Estate planting is mostly confined to the Congo (Leopoldville), where plantations under European management wore first established around 50 years ago and at present produce about one-third of the Congolese palm oil.

    This Notice contains in its Schedules declared customary law on guardianship, inheritance and wills. As to guardianship of women and children, certain powers and restrictions are placed un guardians regarding agricultural crops and livestock. A guardian is forbidden from selling land or permanent crops which are under his protection. As for inheritance, women are allowed to inherit except clan land. They can use clan land without selling it during their lifetime. But if there are no men in that clan, a woman can inherit this land completely.
