    At its sixty-first session in September 2000, the ECE Committee on Human Settlements accepted the proposal of the Bureau of the Working Party on Land Administration to provide expert assistance to Armenia on land administration issues (ECE/HBP/119, annex I, programme element “Land registration and land markets”). Security of tenure is one of the most important factors in fighting poverty and stabilizing communities by improving housing conditions through housing investments, reducing social exclusion, improving access to urban services, environment and safety in urban areas.

    It is widely believed that land tenure insecurity under a customary tenure system leads to a socially inefficient resource allocation. This article demonstrates that the practice of granting secure individual ownership to tree planters spurs earlier tree planting, which is inefficient from the private point of view but could be efficient from the viewpoint of the global environment. Regression analysis, based on primary data collected in Sumatra, indicates that an expected increase in tenure security in fact led to early tree planting.

    Management of environmental externalities of agricultural production has become a necessity to attain sustainable resource use and efficient use of resources. In this paper we identify sources of externalities in Australian sugar cane production and examine ways to enhance greater environmental compliance by canegrowers who have agreed to a voluntary Code of Practice for sustainable cane production.

    This paper discusses the role of FAO support to the Government of Mozambiques Land Commission since 1995, through three consecutive projects. While each has had a relatively short duration, all have been planned and implemented within a single conceptual framework with a much longer time horizon. This has allowed a difficult and complex issue to be progressively developed and nurtured within a realistic time scale, while building up a strong sense of national ownership of the process.
