    Neste artigo se discute a relação entre conhecimento e sociedade sob a perspectiva da produção da verdade. Através de uma abordagem etnográfica, se examina relações cambiantes entre segurança ontológica e segurança jurídica no espaço da profissionalização da assistência jurídica em Timor-Leste1. Sugere-se, em consequência, que posse e alienabilidade da terra são produzidos em múltiplos cenários através de composições, sempre contingentes e emergentes, entre agendas de interesse heterogêneas e técnicas com pretensão de verdade.

    Frontier finance: the role of microfinance in debt and violence in post-conflict Timor-Leste

    Microfinance programs targeting poor women are considered a ‘prudent’ first step for international financial institutions seeking to rebuild post conflict economies. IFIs continue to visibly support microfinance despite evidence and growing consensus that microfinance neither reduces poverty nor breaks the cycle of domestic violence. In the case of Timor-Leste, a feminist political economy approach reveals how microfinance engendered debt allows for the control, extraction, and accumulation of profits and resources by an elite class and exacerbates gender-based violence.

    This article discusses the inherent limitations of law in transitional justice processes regarding land grievances. Through analysis of the case of Timor-Leste (East Timor), a country marked by post-colonialism, post-authoritarianism, and post-conflict. The article shows how complex transitional justice regarding land grievances can be, and argues that a legalist perspective gives a limited view of these grievances, both for studying and finding solutions to them. The article employs the concept of ‘wicked problems’ to overcome the limitations of law.

    From Cambodia to Kosovo, and now East Timor, the United Nations has undertaken broad governmental functions in an effort to ensure that peace is maintained after the departure of the peacekeepers. On its face, these “peace-building” missions have a powerful logic. Brokering a peace, but leaving behind a vacuum in institutional capacity, only encourages the return of conflict after the peacekeepers leave. Providing urgent humanitarian relief, but failing to integrate it with development aid, ignores the way that development assists in preventing future humanitarian crises.

    In Timor-Leste, customary institutions contribute to sustainable and equitable rural development and the establishment of improved access to and management of land, water and other natural resources. Drawing on multi-sited empirical research, we argue that the recognition and valorization of custom and common property management is a prerequisite for sustainable and equitable land tenure reform in Timor-Leste.
