    De plus en plus de pays africains se dotent d’universités virtuelles. Réponse pertinente, bien que partielle, au défi de la massification, leur déploiement soulève des défis techniques, institutionnels, culturels et de qualité des ressources mobilisées. En Afrique, dans un contexte de contraintes budgétaires manifestes sur l’enseignement supérieur, le coût de financement des infrastructures universitaires publiques est élevé. Les universités numériques semblent un moyen d’offrir un accès moins coûteux à la formation tout en répondant à l’enjeu de massification.

    A stable farmland tenure can optimize farmers’ allocation of production factors and then determine the income level and structure of farmers. In recent years, the reform of China’s farmland tenure system had been making efforts to strengthen the stability of farmland tenures. Will the farmland tenure security restrict agricultural development? Based on the data of the 2018 China Labor Dynamics Survey (CLDS), this paper empirically analyzes the impact of farmland tenure stability on rural household income and its mechanism.

    This study focuses on analyzing the ongoing land policy reform that allows collective-owned rural land transactions in the open market in Shenzhen, China. Employing a case study method, we investigate this land policy evolution through description and contextual analysis. We argue that the existing dual-track land administration system, within which the state administers market transactions, has contributed to numerous social problems, such as urban land scarcity, inefficiency of land resource allocation, and exacerbated social injustice.

    Collective-owned construction land (CCL) marketization is an important driving force for the rapid development of China’s rural economy and society. Recognizing the trends and logic of its institutional changes is important for better understanding the central-local interrelation and the new-round CCL reform. Throughout the process of rural land reform since China’s reform and opening up, together with the unified policy guidance from the central government, the diversity of local practices and the trend of convergence in the development process deserve attention.
