    USAID is pleased to announce a first-of-its-kind partnership between the Governments of Ethiopia, the United States, the United Kingdom, and the Federal Republic of Germany to improve rural land governance. Building on existing programs and the seven land country partnerships announced at this year’s G8 Open for Growth Summit, this new partnership will support greater transparency in rural land governance, promote responsible agricultural investment, and improve Ethiopia’s legal framework and practices related to rural land administration and land use.

The theme of the 15th annual conference is "Integrating Land Governance into the Post-2015 Agenda: Harnessing Synergies for Implementation and Monitoring Impact.”

    A new report from the World Bank suggests that Africa, which is home to half the world’s uncultivated land, can significantly reduce poverty, achieve rapid economic growth, and increase food security by improving land governance systems and strengthening land tenure and resource rights. “Land governance issues need to be front and center in Africa to maintain and better its surging growth and achieve its development promise,” says Frank Byamugisha, author of the report and lead land specialist in the World Bank’s Africa region.

    On October 17th in Oslo, Norway, historic peace talks will begin between the government of Colombia and the Revolutionary Armed Forces of Colombia (FARC). Details on the negotiations are available in a recent article in the New York Times. This is a promising initiative with the potential to end the conflict and bring lasting peace and stability to Colombia. To illustrate the importance of land to the conflict, both parties have agreed that land and rural development will be the first issues to be addressed in the agenda proposed for negotiations.

    Property rights are inexorably linked to taxes, largely because property taxes are often one of the easiest taxes to collect, particularly in developing markets with significant informal sectors. Indeed property taxes are often levied and paid around the world even when citizens lack deed or title to their property.

    During the recent “Open for Growth: Trade, Tax and Transparency” event preceding this week’s G8 summit in Northern Ireland, the United States and Guinea announced a partnership focused on supporting transparency in extractive industries. Transparent management of Guinea’s mining sector – which accounts for 95 percent of the country’s exports - is essential for the nation’s long-term economic growth and sustainable development.
