    Ensemble classification is an emerging approach to land cover mapping whereby the final classification output is a result of a consensus of classifiers. Intuitively, an ensemble system should consist of base classifiers which are diverse i.e. classifiers whose decision boundaries err differently. In this paper ensemble feature selection is used to impose diversity in ensembles. The features of the constituent base classifiers for each ensemble were created through an exhaustive search algorithm using different separability indices.

    Rational land use decisions of privatelandowners are analysed in the framework of CommonAgricultural Policy and other public support schemeseffective in Finland in 2003. Net present values arecomputed for a marginal hectare of a typical Finnishfarm. Three alternative land uses are considered:traditional cultivation of oats (Avena sativa L.),cultivation of reed canary grass (Phalaris ArundinaceaL.) for energy production, and production of Norwayspruce (Picea abies [L.] Karst.) timber.

    The European Union’s Emission TradingScheme (EUETS)and the current renewable resourceprogram provide strong incentives to use agriculturalcrops either for combustion in power plants to produceelectricity and heat or as a feedstock for transportationfuels. In this paper we examine the social desirability ofethanol production from agricultural crops. Toendogenize the competition on land use, we employ aRicardian model of heterogeneous land quality, whereland is allocated to alternative crops on the basis of theirrelative profitability.

    The Act regulates succession in Estonia. Specifically, it provides that succession is the transfer of the property of a person upon his or her death to another person. A bequeather is a person whose property transfers upon his or her death to another person. An estate is the property of a bequeather. An estate does not include the rights and obligations of the bequeather which pursuant to law or by their nature are inseparably bound to the person of the bequeather. Notably, special rules govern the legal relations involving the property that is included in the land register.

    This paper tracks the process through which FIAS, the investment climate advisory service of the World Bank Group advised the government of Latvia from 1998 to 2004 on ways to improve the business environment, achieve higher rates of economic growth, and thereby alleviate poverty. This case study shows that it is reasonable to describe how assistance by FIAS led to an improved business environment.

    In the administrative territories with small number of population, deficiency of infrastructure and resources for municipalities’ function can be observed. According to this, already in the 90ties, reform of local governments was initiated in Latvia. The cabinet, basing on principles of local governments in European Charter (1985), accepted conception of the reform. The Law 'On Administrative-Territorial Division Project of local governments' was carried in 2006 but rules on administrative division of local governments were issued in 2008.

    Reindeer Rangifer tarandus tarandus husbandry in Sweden commonly uses the Scandinavian mountain chain as grazing area during the snow-free season and the coniferous forests in the east during winter. Current knowledge of habitat use by reindeer is primarily based on traditional or local knowledge, or on investigations carried out on wild reindeer and caribou in other parts of the world. We identified spatial and temporal habitat use of free-ranging semi-domesticated reindeer by following 48 GPS-equipped reindeer in three summer ranges in the Swedish reindeer herding area.
