    Endowed with 80 million hectares of arable land (of which only 10 percent are used), diverse climatic conditions, and abundant water resources, the Democratic Republic of Congo (DRC) has the potential to become the breadbasket of the entire African continent. Instead, the country is one of the most affected by malnutrition. The DRC has the highest number of undernourished persons in Africa and the highest prevalence of malnutrition in the world. As a result, child stunting and infant mortality rates in the DRC are also among the highest in the world.

    Although several institutional and management approaches that address the degradation of the rangelands have been tested in the dry areas of Central and West Asia and North Africa (CWANA), impact has been limited. Nonetheless, the development of National Action Plans to combat desertification highlights the interest of governments to tackle this issue. Payment for Environmental Services (PES) may be a viable policy option, though, to date, most PES programs have focused on the management of different resources (forests, watersheds).

    Attention to land degradation and environmental pollution has increased significantly in the past 25 years, largely due to greater levels of international cooperation and recognition that local changes in land resources have global impacts. As the world’s focus on climate change increases, so, too, does the attention being paid to drought and its rise in frequency and severity.

    In recent years, prices of agricultural land have increased quickly, actually doubling and tripling in many parts of the world. This land value reassessment has been prompted by rising crop prices and perceived land scarcity. But even as the value of land rises, land degradation continues and investments to prevent it are lagging. Awareness of environmental risks has moved to the forefront of global consciousness during the past 25 years.

    T he Democratic Republic of Congo (DRC) committed to the mitigation of the effects of climate change by signing the Kyoto Protocol for climate change and other related environmental management protocols. Since 1994, DRC has produced two national climate change communication documents (RDC, Ministère de l’Environnement, Conservation de la Nature, Eaux, et Forêts 2001; RDC, Ministère de l’Environnement, Conservation de la Nature et Tourisme 2009).
