These case studies were developed as part of the World Bank's Results Monitoring and Evaluation for Resilience Building Operations (ReM&E) project, which aims to develop and increase the application of systematic, robust, and useful approaches to monitoring and evaluation (M&E) for resilience-building projects/programs within the World Bank. The case studies propose to foster a grounded understanding of good ReM&E practices through real-world examples.

Although Mozambique has considerable agricultural potential, rural poverty remains extremely high. This paper examines the extent to which global and domestic price distortions affect agricultural production and national poverty. The author develops a computable general equilibrium (CGE) and micro-simulation model of Mozambique that is linked to the results of a global model. This framework is used to examine the effects of eliminating global and national price distortions.

Mozambique, the only Lusophone country covered in the agribusiness indicators initiative, has had a turbulent history since independence. Civil unrest over some 20 years and frequent drought in southern Mozambique, coupled with floods near the many waterways that transect the country (mainly east-west), have inhibited an agricultural transformation. Even so, Mozambique could be a regional breadbasket. The country has much potentially usable arable land, along with access to river water for irrigation in many agricultural production zones, particularly in central and northern Mozambique.

Foreign agricultural investors are clashing with local peasants in Mozambique, in a  confrontation over agricultural and development models. Foreign investors looking a apparently vacant land promise high (often inflated) profits to investors and local partners. Some hope to capitalise on carbon credits or produce biofuels, and claim to be green investments. All promise jobs, schools, and local development. Local backers support the outside investors and their plantations with terms like "progress" and "modernisation".

    By mid-1994, nearly a third (5.7
million) of the entire population of Mozambique had been
uprooted, either internally displaced or living as refugees
in neighboring countries. Rails, roads, and bridges
throughout the country were in disrepair. It was estimated
that about half of the nation's schools and a third of
its health clinics had been damaged or destroyed.
Agricultural fields and by-ways had been hardened by drought
