As forest tenure reform is mainstreamed around the world, outcomes are increasingly determined by the institutions that are responsible for administering its operationalisation and translating policy into implementation. This global study examines state institutional contexts of tenure reform in Kenya, Uganda, Nepal, Indonesia, and Peru. Interviews were administered in 2016–2017 using a fixed questionnaire applied across all countries involving 26–32 respondents from state implementers of forest tenure reform in each country for a total of 145 respondents.

Land
Peer-reviewed publicationJanuary, 2022Uganda, Mauritius, Rwanda, Djibouti, Kenya, Ethiopia, South SudanThe degradation of soil, vegetation and socio-economic transformations are a huge threat to Africa’s land production. This study aimed to (i) assess the soil and land productivity of standing biomass and (ii) determine the effect of rainfall on the standing biomass in Eastern Africa. Soil productivity was determined using the Soil Productivity Index (SPI) and a simplified model was developed to estimate the Net Primary Productivity (NPP). The SPI indicators used included soil-organic matter, texture, soil moisture, base-saturation, pH, cation-exchange-capacity, soil-depth and drainage.

Land Degradation Neutrality is a new way of approaching land degradation that acknowledges that land and land-based ecosystems are affected by global environmental change as well as by local land use practices. Achieving the target of a land degradation neutral world encourages adaptive management during planning, implementation, and monitoring of LDN-related activities and follows the LDN response hierarchy of avoiding, reducing, and reversing land degradation.

The animosity created during land contestations makes it impossible for widows, wives and mothers to peacefully settle land claims and use their land. The research evidence provides a platform to advocate for a transformative agenda to improve rural poor women’s access to and control over land and other natural resources. This includes building linkages with the wider advocacy relationships and programmes of International Land Coalition (ILC - www.landcoalition.org).

Land distribution is highly skewed in Africa, where women’s ownership of land is a small percentage of that owned by men. Women frequently lack the resources to acquire land in their own right and are further disadvantaged by discriminatory inheritance laws, customary practices and market structures. This report summarizes presentations at the symposium on women’s rights and access to land.

The evaluation report reviews a methodology workshop and project proposal, held in Nairobi, Kenya. At the workshop it was recommended that team members should be grounded in a shared understanding of the conceptual literature on citizenship generally, and social citizenship in particular, as well as literature on the broader question of whether decentralization necessarily improves service delivery.
