    This paper examines the current wave of land tenure reform in eastern and southern Africa. It discusses how far tenure reform reflects a shift in powers over property from centre to periphery. A central question is whether tenure reform is designed to deliver to rural smallholders greater security of tenure and greater control over the regulation and transfer of these rights.Policy conclusions include:

    Population growth leads to growing land scarcity and landlessness in poor agrarian economies. Many of these also face severe climate risks that may increase in the future. Tenure security is important for food security in such countries and at the same time threatened by social instability that further accelerate rural-urban and international migration. Provision of secure property rights with low-cost methods that create investment incentives can lead to land use intensification and improved food security.

    There is a common view and belief that women are the ones that do the farming in Africa while the men do not work much. This paper seeks to find explanations to why land productivity is lower on land rented out by female landlord households than on land rented out by male landlord households in the Ethiopian highlands. The authors find that female landlords have tenants who are older, own less oxen, are more related, and under longer-term contracts.

    This paper develops a theoretical model of land leasing that includes transaction costs, risk pooling motives and non-tradable productive inputs. It investigates the empirical implications of land contracts using data collected from four villages in Ethiopia.The paper shows that sharecropping is the dominant contract if transaction costs are negligible, but that a rental contract may arise if transaction costs decrease with increasing the tenant’s share of output.

    Assesses the process to establish a system of land registration and improve land tenure security, and its outcomes for poor and marginalised groups in Amhara, Ethiopia .The registration process is found to be generating conflict at the local level, due to illegal land grabbing, encroachments into common lands and land sales.

    The report is based on information collected in the aftermath of the 1999 famine. It presents some basic information on North Wälo, as well as relevant impressions from the authors journey. Statistics from the Disaster Prevention and Preparedness Commission show that all of North Wälo is exposed to famine, but the picture varies much from year to year.

Three key issues are raised – farm size and fragmentation and the question of what is a ‘viable’ farm unit; tenure security and whether lack of land registration/certification or titling undermines investment in productivity improvements; and finally the issue land markets and whether imperfectly functioning markets constrain opportunities for land consolidation, investment and agricultural growth.
