    This paper was prepared within the “Cooperatives and their alternatives” component of the Agrarian Structures Initiative (ASI) which a regional program of FAO in Europe and Central Asia. This paper outlines some of the main issues influencing the development (or not) of farmer and rural organisations and presents in further detail the specific situation in Armenia, Georgia and Moldova. All three countries returned ownership of the majority of land to the rural population.

    Most countries in Western Europe have a long tradition for implementing land consolidation projects. In Central and Eastern Europe, land reforms from 1990 on in most countries resulted in farm structures characterized by excessive land fragmentation and small average farm sizes. Most CEE countries have introduced land consolidation instruments to address the structural problems. FAO has from 2000 on supported land consolidation in the region.

    It has often been stated that land fragmentation and farm structures characterized by small agricultural holdings and farms divided in a large number of parcels have been the side-effect of land reform in Central and Eastern Europe. This article reports the findings of a study of land reform in 25 countries in the region from 1989 and onwards and provides an overview of applied land reform approaches. With a basis in theory on land fragmentation, the linkage between land reform approaches and land fragmentation is explored.

    Most transition countries in Central and Eastern Europe (CEE) face enormous challenges in developing a viable land structure, requiring a set of measures which is unprecedented in its scale and intensity to speed up this process. Analysis of policy initiatives in CEE countries illustrates that options for solving fragmentation and small scale of farms have concentrated on particular instruments like land consolidation and land banking.

To support future programmatic decisions by the Federal Ministry for Economic Cooperation and Development (BMZ), this paper focusses especially on impacts and good practices. It discusses examples from the German technical cooperation but also includes good practices and impacts achieved by other development partners.

    Land reform has been a strong part of the overall re-structuring of the Lithuanian economy and it has contributed to the gains in living standard that have been achieved since 1994.     Geographical indication (GI) schemes can play a special role in promoting sustainable rural development, improving farm income and opening new export potential. Natural factors such as soil, climate and plant varieties play a major role in producing a unique product. Usually, GIs comprise knowledge and skills passed on from generation to generation, helping to protect local heritage. This report is a synthesis of the five national reviews of the legal and institutional frameworks in Armenia, Georgia, Kyrgyzstan, the Republic of Moldova, and the Russian Federation.

    This assessment focuses on three main services that plant protection impacts on soil can significantly affect: provisioning services for food, fibre, and fuel supply and regulating services for water quality and erosion. The Global Soil Partnership (GSP) at its 2016 plenary session requested that the Intergovernmental Technical Panel on Soils (ITPS) complete “an assessment at global level of the impact of Plant Protection Products on soil functions and ecosystems”. It is an activity under the strategic objective SO2 and indirectly contributing to all FAO strategic objectives.
