قدم هذا التقرير مراجعة قانونية " لمشروع القانون والذى يقوم باقتراح بعض الأحكام بشأن الممتلكات المنقولة للدولة، وذلك بموجب القانون رقم 4 لسنة 7911 (مشروع القانون)"، الذي نشرته وزارة العدل بالحكومة الليبية في مارس 2013م . ولا يعد هذا التقرير مقتصراً على مناقشة مشروع القانون المعنىّ، إذ يسلّط الضوء على القضايا الرئيسة المختصة بأي استرجاع، والذى من شأن القانون أن يعالجه. ويعتمد مشروع القانون في معالجته على أسس العدالة الاجتماعية وأفضل الممارسات الدولية المتعلقة باسترجاع الممتلكات، بما في ذلك التعويض.

This summary describes the work of the LADA (Land Degradation and Assessment in Dry Areas) project that identifies and describes geographical areas suffering from land degradation in the governorates of Tunisia. Through a comparative study of these areas, it identifies the failures and successes in national efforts to combat land degradation and, therefore, build local community capacity to resist climate change. It is intended for policymakers, donors and other partners and supporters.

This paper presents and analyses land use changes in the periurban areas of Meknes, Morocco, focusing on disappearing fertile and productive farmland. Although identified by the Moroccan public policies, the concern for periurban farmland protection is not the government's first priority. It remains behind economic development and housing of low-incomes. In Meknes, where land tenure remains very complex, urban growth is impacting high-quality-soil farmland while the land market is characterised by increasing farmland values and weak public policy regulation.
