A questão agrária no Brasil e na América Latina é politicamente elaborada diante da concentração fundiária e da correspondente dificuldade de acesso dos camponeses à terra. As experiências de despejo têm sido marca constitutiva do imaginário social e da vida de inúmeros trabalhadores e trabalhadoras rurais em todo o território brasileiro (MARTINS, 1983, 2003). Trata-se de uma experiência dramática e que, dada a sua recorrência e intensidade, é constitutiva da experiência dos despossuídos rurais no Brasil.

The aim of this policy paper is to present successful approaches to secure land tenure rights in rural and urban areas. To support future programmatic decisions by the Federal Ministry for Economic Cooperation and Development (BMZ), this paper focusses especially on impacts and good practices. It discusses examples from the German technical cooperation but also includes good practices and impacts achieved by other development partners.

This paper analyzes the effect of uncertainty in several key parameters on the marginal costs of carbon sequestration in forests. These parameters include the land supply elasticity, which governs the conversion of land from agriculture to forests and vice versa; parameters of the forest biomass yield function; parameters of the forest carbon density function; and parameters of the costs functions for accessing inaccessible land.
