    From Eastern Congo to the coast of Kenya, “security” crises are used to evict forest peoples, creating greater insecurity in the process. We compare this practice in relation to the Batwa in present day Kahuzi-Biega (DR Congo), the Ogiek in 1980s Mt Elgon (Kenya), the Benet Mosopisyek bopth at Mt Elgon in 2008 (Uganda), and the Aweer in Lamu County from 1963 to 1967 (Kenya).

    Forest Peoples Programme and partners have encountered and documented human rights violations against indigenous peoples and local communities associated with conservation over the course of decades of work. There have been moments when progress in this area has been made (e.g., the 2003 Durban Accord and the adoption of social policies by conservation agencies). However, changes to practice on the ground have too often been limited or quickly reversed, despite repeated calls by human rights organisations over decades. These issues are widely known, they cannot be ignored.

    Les terres de pâturage et de parcours soutiennent l’économie nationale et la vie de 95% de la population du Niger concernée par l’élevage. Sur le terrain, les politiques et investissements semblent donner plus d’attention aux terres de culture qu’aux terres de pâturage. Ainsi, entre 1975 et 2013, le Niger a enregistré une régression des terres de pâturage de 15% associée à une augmentation des terres de culture de 94%.

    textabstractIn this paper we discuss forestry issues related to land reform in Bolivia. We find that although the current land reform satisfies most of the conditions that are necessary for adequately addressing development issues in the agrarian sector, it does not deal with many of the challenges related to forest management and actually contains provisions that come in conflict with the objectives of sustainable forest management.

    A new Model Land Use Bill is proposed to address the lapses identified in the Nigerian Land Use Act (LUA, 1978), such as poor administrative system for lands, ownership, and the absence of community participation. This policy brief promotes a new land management structure for ease of business, to improve social and environmental protection, and to reduce land-grabbing by dispossession. The impact of land grabbing is one of many problems of social and environmental degradation, biodiversity loss and livelihoods impacted by deforestation.

Tuy nhiên, để làm được điều này cần giải quyết một số vấn đề lớn. Trong bản tin này, chúng tôi thảo luận lý do tại sao sự tham gia tích cực của cộng đông địa phương và người dân bản địa mang tính cốt yếu cho REDD+ cũng như chỉ ra những thách thức cần phải vượt qua.
