The aim of this report is not to raise and analyze the various constraints facing the development of river and lake basins but merely to assess the programme of our organizations set up over decades. Indeed, time available for drafting this report and the data available to us did not allow scrutinizing certain issues relating to the development of river and lake basins. This report made use of data contained in another report prepared in 1989 and supplemented by other data gathered in the process of drafting this report.

Since the people living in these areas were facing hardships owing to geo-climatic conditions, the desert development programme was introduced as a centrally sponsored scheme in 1977-78.

Nearly two million acres of Minnesota farmland have been idled under federal Conservation Reserve Program (CRP) contracts. Starting in 1996, these 27,000 contracts will begin to expire. The contracts summarized in this report, those which expire between 1996 and 1998, account for nearly four-fifths of the total state enrollment (Tables 1 and 2, Map 1). This report is largely descriptive: analysis and interpretation of the data presented here are pretty much left to the reader. The first portion of the report provides state-wide CRP summaries.
