    The Annual Country Reviews reflect upon current land relations in the Mekong Region, and has been
    produced for researchers, practitioners and policy advocates operating in the field. Specialists have been
    selected from Cambodia, Lao PDR, Myanmar, Thailand, and Vietnam to briefly answer the following two
    questions:
    1. What are the most pressing developments involving land governance in your country?
    2. What are the most important issues for the researcher on land?

    The research aims to develop a legal and policy framework that will facilitate integration of environmental protection with socio-economic activities during land use decision-making, as a mechanism to achieve sustainability. A statutory duty of care, with respect to land use, would make it clear that land owners or occupiers have definite responsibilities to protect and enhance the sustainability of the land that they use or manage; it would aim to reverse existing land degradation, or include a duty to inform other land owners or the state about some kinds of foreseeable degradation.

    This paper focuses on one community in Cambodia that won back land from a large land deal by grabbing onto the rupture in property relations initiated by a one-year land titling campaign. I document the struggle between competing legibility and illegibility projects which I examine through two moments, one of the state choosing to see its population and their relations to territory, and another in which the state’s excuses for not recognizing smallholders’ claims began to falter.

    Across most contexts, government data sources on land are largely inaccessible, from land administration data, such as parcel data and ownership information to land investments, contract data and even policy information. In considering data on property ownership specifically, the latest version of the Open Data Barometer shows only two countries, New Zealand and the United Kingdom, obtained a full 100% score on the topic of Land Ownership. When this land administration data is made available, it is commonly made public via a web portal rather than as open data.

    Getting better information to common good land users

    Quality information on land is crucial to making good decisions about it. Increasing access to this information is important, and it is particularly vital to get it to groups who focus on social and environmental missions. This report is about the information needs of these ‘common good land users’, the data that is available, and how to get it to them. It’s based on a series of interviews with common good land users, data producers, and other experts. We also explored the data, and tested some approaches to making it accessible at a ‘DataDive’ we ran with volunteer data scientists.
