In many countries around the world, the land administration system deals only with formal land rights, often subject to legislation passed during the colonial period. Formal or statutory tenure is where a landholder’s rights are specified in the law. This enables the owner(s) or rightholder(s) to rely on the law to defend his or her rights. But the poor often hold their land through customary or informal tenure systems which are often not recognized in law or in practice and therefore they lack the tenure security provided by the law.

Land is a scarce resource, and has a big share in the economic and social life of both developing and developed countries. Efficiently operating land markets are vital in the development of countries. Land administration systems contain a vast amount of data regarding attributes of land and land markets, and the transparency of these systems control the efficiency of the land markets’ operation.

The Republic of Azerbaijan implemented during the late 1990s a land reform, which distributed the state owned agricultural land to the rural population but also led to excessive land fragmentation and small farm sizes.
