    The paper documents how the implementation of the land tenure policy of the Vietnamese government has affected the agricultural system, livelihood strategies and food self-sufficiency of Thai farmers in a remote upland village, Que, in Nghe An Province, North Central Vietnam. It is shown that the enforcement of restrictions on the area under swidden agriculture has resulted in a strong reduction of swidden agriculture production and shortened fallow periods, not compensated for by the slow increase in paddy rice production.

    SUMMARY: Despite a centralized political system, nation-wide legal reforms, and similar high housing demand pressures, property rights have evolved differently in Vietnam’s two leading cities Hanoi and Ho Chi Minh City during the transition period. Using ethnographic fieldwork and a hedonic price model, the study shows that the two land and housing markets price tenure ambiguity differently. The different price structures indicate the importance of norms, as socially constructed by local political interests and culture, in the efficacy of land title regularization programs.

    This paper examines recent conflicts over freshwater fisheries in Cambodia using the notion of accumulation through dispossession as a conceptual starting point. Despite a recent material turn, theoretical literature on the political economy of the environment has only partially incorporated an ecologically nuanced view of nature into analyses of its transformation under processes of capital accumulation.

    This participatory poverty assessment (PPA 2006) comprises one component of ADB’s Technical Assistance to the Lao People’s Democratic Republic for Institutional Strengthening for Poverty Monitoring and Evaluation. The goal of this PPA, as with the first PPA in 2000, is to complement the statistical analyses of poverty in a meaningful way and to record the experiences and concerns of the poor in order to initiate and identify more effective forms of public and private actions to alleviate poverty.

This report, Displacement and Dispossession: Forced Migration and Land Rights in Burma focuses on land confiscation by Government forces, responsible for Burma’s most acute Housing, Land and Property (HLP) rights abuses. Among the most vulnerable populations are more than one million internally displaced people in Burma, most from ethnic nationality communities.

    ABSTRACTED FROM THE SUMMARY: The impact of land titles on social and economic development and poverty reduction in the rural sector can be optimized by targeting land-titling efforts in areas where government agencies, NGOs, and private investors are actively engaged. The benefits for disadvantaged households can also be increased by policies that specifically link land-titling efforts to pro-poor development objectives.

    Land fragmentation, where a single farm has a number of parcels of land, is a common feature of agriculture in many countries, especially in developing countries. In Vietnam, land fragmentation is common, especially in the north. For the whole country, there are about 75 million parcels of land, an average of seven to eight plots per farm household. Such fragmentation can be seen to have negative and positive benefits for farm households and the community generally.

    SUMMARY: Deforestation has become an issue of increasing concern in many tropical countries. In Vietnam, the response of policymakers has been embodied in several policies and programs, including land classification, land use rights devolution and reforestation schemes. Understanding how these state initiatives have affected the farmer’s land use decisions is essential to further guide policymakers in developing national planning strategies.

    ABSTRACTED FROM THE EXECUTIVE SUMMARY: The Moving Out of Poverty Study (MOPS) is a first of its kind in Cambodia, one of 18 studies commissioned by the World Bank to examine poverty dynamics and trends. Conducted in 2004/05, the study revisited nine rural villages in which CDRI had conducted research in 2001, using quantitative and qualitative methods to investigate the extent to which these villages and individual households had been able to move out of poverty and improve prosperity, or had experienced downward mobility and decline.
