This Law provides rules on the national real estate cadastre of Latvia. Its purpose is to ensure society with updated cadastre information regarding all real estate in the State territory, objects thereof, parts of land parcels and owners, lawful possessors, users, renters thereof.

This Regional Law regulates land relations within the framework of plenary powers transferred to the regional executive bodies by the federal legislation. Regional Government shall perform the following plenary powers: (a) decision-making related to expropriation, including bailout, in cases envisaged by acting legislation; (b) land reclamation; (c) modalities of calculation of land lease and land rent payment for public land pertaining to regional ownership; (d) validation of cadastre land evaluation; and (e) application of land use restrictions.

This Act requires the amounts specified in Schedule 1 to payable as stamp duties in respect of the matters stated respectively in relation to them. An instrument relating to the creation or transfer of an estate or interest in land, submitted to the Commissioner for assessment of the chargeable stamp duty, shall be accompanied with a statement in the form set out in the Schedule 2. (2) The statement shall be signed by the grantee, transferee or by a person authorised in writing to do so by the grantee or transferee.

This Act amends the Town and Country Planning Act, 1976 principally by adding various new provisions on authorization of development. The new provisions set out the procedures of authorization, grants regulation-making powers to the Minister in respect of development, defines a material change in in purposes for which a building is used, require the Public Service Commission to appoint building inspectors to assist the Physical Planner to enforce the building regulations, and provide for the approval of development plans.
