Although the problem has remained more or less one of the most talked of in Kenya, the public has very often been left out of the debate. Again mostly the debate has been dominated more by complaining about either the lack of policy or the bad land policies and laws and the failure by successive governments to correct those problems.

The Kenya Land Alliance (KLA) organized a two-day workshop in Machakos to brainstorm on important issues that should constitute the Land Reform Process. in addition, come up with a plan of action/activities to be undertaken by various stakeholders. Stakeholder representatives included civil society organizations and NGOs, relevant government departments, local authorities, academicians and lawyers. This report is a summary of issues deliberated.

The need for a rational land utilisation in the inner city areas of Nairobi is becoming increasingly recognised in the urban development. In particular, it is made more urgent by the rapidly increasing levels of urbanisation that has resulted into acute shortage of residential land for low-income households. Using the neighbourhood of Bahati Estate in Nairobi as a case study, this paper analyses the land utilisation in the inner city residential areas in Nairobi that were built before 1963. The analysis reveals that land in these neighbourhoods is currently under-utilised.

The residential developments and investments attract both institutional, corporate organisations as well as private individuals. There are indications that the residential market in Nairobi is very active and that most of the valuation firms in Nairobi cany out market-based valuation of residential properties.

Population growth and urbanisation are driving a livestock revolution. Mixed farming systems are the present and the foreseeable future of West African livestock systems, with concurrent changes in livestock feeding systems and the role of grazing, fodder and penning. The livestock economy has to be seen as part of a national economy in which urban and rural facets interact. Effective policies need to be based on recognition of the capacity of rural people to invest in improving their livelihoods.

Series of country papers on HIV/AIDS and land in Lesotho, Kenya, South Africa, Malawi, Tanzania, with concluding paper on methodological and conceptual issues. The key questions addressed include: The impact on and changes in land tenure systems (including patterns of ownership, access, and rights) as a consequence of HIV/AIDS with a focus on vulnerable groups. The ways that HIV/AIDS affected households are coping in terms of land use, management and access, e.g. abandoning land due to fear of losing land, renting out due to inability to utilise land, distress sale of land, etc.
