These Regulations are formulated to strengthen the planning and construction management of villages and towns, improve the production and living environment thereof, and promote the development of rural economy and society.The planning of villages and towns shall be developed and supervised by the township level people's governments. Where villages and towns in areas where floods, earthquakes, typhoons, landslides and other natural disasters are prone to occur, the overall planning of villages and towns should include measures for disaster prevention.

The importance of base-line reliable data on resource inventory for planning and management for sustainable exploitation of aquatic resources both in inland and marine sectors needs not to be over emphasised. They become all the more important in the highly dynamic situations of Bangladesh. Already terrestrial ecosystem is threatened with fast shrinking man land ratio. Population already stands above 110 million in the land of 55,598 square miles and expected to rise as high as 200 million by 2025. Every child born today would need 0.08 ha.

Why should there be a book about the commercialization of subsistence agriculture, economic development, and nutrition? There are two compelling resasons. First, concerns and suspicions about adverse effects on the poor of commercialization of subsistence agriculture persist and influence policy of developing countries and of donor agencies.

The distributional benefits of commercialization of agriculture, access to commercialization opportunities, and sharing of commercialization risks are functions of institutional arrangements. Obviously, the indirect food security and nutritional effects are, thereby, partly a function of such institutional arrangements. This chapter explores the relevance to food security of one form of contractual relationship in agriculture: formal contracts between producers and buyers (generally processors or exporters), a production and marketing system known as contract farming.
